PartyPoker have been vying to return to the US online poker market ever since they agreed to withdraw following the 2006 UIGEA, and one of their founders settled with the DoJ, forfeiting large sums of money to the US government. Back then, the moves were all justified through the lens of a potential future return of the brand to the US market.
